Does MSB support a PDF with pre-existing form fields?

Yes, MSB supports native PDF Form fields.

When you upload a PDF Form, MSB will detect the existing fields and they will be displayed on the screen in your document. MSB can also detect existing signature blocks. You can choose to use the existing fields or you can choose to drag and drop new fields onto the document from the MSB tool bar. You can even assign individual form fields to specific recipients in your workflow.

Alternatively, you can request that your instance of MSB be configured to flatten PDF forms.
